An asbestos survey is the cornerstone of any Asbestos Management plan, and is a legal requirement for all non-domestic properties built pre-2000. In addition, an Asbestos Refurbishment and Demolition survey is required prior to any intrusive works on a pre-2000 property as highlighted in the Control of Asbestos regulations 2012.

An Asbestos Management Survey is the minimum standard level Asbestos Survey and is a legal requirement for the duty holder of all non-domestic properties built before 2000. This is outlined within Regulation 4 of the Control of Asbestos Regulations 2012 This non-intrusive survey is designed to locate – as far as reasonably practicable – all asbestos containing materials (ACMs) that could be disturbed during normal occupancy or light maintenance work.
Importantly, the common areas of domestic properties (e.g. common stairs within block of flats) falls within the requirement of an asbestos survey.
This survey will involve sampling of all suspect materials, as well as presuming the presence of asbestos where there is insufficient evidence to confirm that a product is asbestos free. In addition, an Asbestos Management survey will contain an assessment of the material type, condition and likelihood of disturbance to allow this to be the basis of an Asbestos Management Plan going forward.
An Asbestos Refurbishment Survey is a scope-specific survey required prior to any works being undertaken on a property constructed before 2000. This fully intrusive survey aims to locate and describe – as far as reasonably practicable – any asbestos containing materials (ACM) likely to be disturbed as part of the planned refurbishment works.
Essentially this is part of the risk assessment required by the Control of Asbestos Regulations 2012 (Reg 5) ensuring no tradespeople are likely to be exposed to asbestos as part of their works.
This survey will involve sampling of all suspect materials, as well as details and recommendations on required asbestos removal works following the inspection. Due to the destructive nature of these surveys, the area will need to be vacated prior to survey start. Where an extended time gap is required between asbestos refurbishment survey and works beginning, some temporary “making good” may be required to allow safe reoccupation.
An Asbestos Pre-demolition Survey is required prior to any demolition work being undertaken on a property constructed before 2000. This fully intrusive survey should be carried only once the building or area has been vacated for demolition to ensure full access is available to all areas.
This survey will involve extensive intrusions to all areas of the property with the view to locating and describing – as far as reasonably practicable – any asbestos containing materials (ACM) likely to be disturbed as part of the planned demolition works.
An Asbestos Re-Inspection Survey is a central part of the Duty to Manage asbestos and is an essential part of any asbestos management strategy. This inspection should be carried out at least annually (although more frequently if higher risk products) and is used to ensure that the condition, and associated risk, of an asbestos product does not deteriorate over time.
For example, a sealed Asbestos Insulation panel may be a low risk product, however if the condition were to degrade over time then this can very quickly become a significant risk to those in the area.
